Why this calculator

País Vasco (Euskadi, Basque Country) is one of Spain's two autonomous communities with their own fiscal regime under the historic Concierto Económico (the other is Navarra). Concierto Económico and Basque fiscal autonomy

The Concierto Económico is a constitutional fiscal arrangement between the Spanish state and País Vasco dating in modern form to 1981 but with historical roots in medieval Basque foros. Under the Concierto, the three Basque provincial Diputaciones (Bizkaia, Gipuzkoa, Araba) collect virtually all taxes within their territories (IRPF, IS, ITP, IBI partially, etc.) and then make a Cupo payment to the Spanish state representing their contribution to general state expenses.
